\nThe E<\/span>xecutive committee of National <\/span>Federa<\/span>tion\u00a0<\/span>of <\/span>Amazigh Association in Morocco (FNAA) followed with great interest the\u00a0<\/span>Saad<\/span>e<\/span>ddine\u00a0Othmani government<\/span>\u2019s\u00a0<\/span>program due to <\/span>his <\/span>positive <\/span>personnel <\/span>attitudes towards the Amazigh issue, which <\/span>he had <\/span>clearly expressed more than once<\/span>.
\nHowever, <\/span>the shock was very strong on April 19, 2017 after following the Parliament\u00a0<\/span>program speech of t<\/span>he\u00a0new government\u00a0<\/span>head,\u00a0<\/span>appointed after the dismissal of his party secretary General, Mr. Abdel-<\/span>Ilah\u00a0<\/span>Benkiran<\/span>,\u00a0<\/span>after failing to form his <\/span>team <\/span>government <\/span>for\u00a0<\/span>more than five months.<\/span>
\n<\/span>
\nThe Executive committee studied the full government program document of the\u00a088-page and undertook a careful political study of its political content.<\/span><\/h2>\n


\nAfter the federal Executive committee evocation of:<\/span><\/b><\/p>\n


\n–\u00a0 \u00a0<\/span><\/span>T<\/span>he imperialist and colonialist positions of his\u00a0PJD political party, which no other party in Morocco’s history had publicly\u00a0expressed towards Amazigh issues, including the Istiqlal Party, which showed\u00a0goodwill after the recent leadership change,<\/span>
\n– \u00a0<\/span>The political significance of introducing the salutation in Amazigh language in\u00a0his oral speech and its withdrawal from the official document program\u00a0distributed to the deputies, <\/span><\/span><\/p>\n

–\u00a0<\/span>The introduction, in which the head called for the state building continued\u00a0project \u00a0in which citizens enjoy equal rights and freedoms, which means that the\u00a0government is well aware that there are citizens who do not enjoy the same\u00a0rights and we were waiting to see Amazigh people to be the first one in Morocco,<\/span><\/span><\/p>\n

– \u00a0<\/span>The government’s assertion that Morocco is facing terrorist threats to its\u00a0security and stability without saying that its sources are religious and not\u00a0ethnic or cultural, <\/span><\/span><\/p>\n

– \u00a0<\/span>The political message behind greetings the former government team, by this words\u00a0\u00ab\u00a0lead by Mr Abdelilah Benkirane who showed a great efficiency, power and self-denial\u00a0\u00bb\u00a0directly after talking about the constitutional Organizational law related to\u00a0Amazigh language in which there was a great disagreement between the government\u00a0and the civil society,<\/span><\/span><\/p>\n


\n– \u00a0The government program into five axes, no one of them is especially consacrated\u00a0to the cultural issue (democratic choice – reform – economic development – human\u00a0development – external radiation of Morocco)<\/span><\/span><\/p>\n

– \u00a0<\/span>The symbolism of reference to linguistic and cultural rights in chapter 4 (of\u00a0six chapters) in the axis of democratic choice (after an integrated policy,\u00a0development of national institutions working in the field of human rights,\u00a0women’s rights). It was better to be in a special axis for the following reasons:<\/span><\/span><\/p>\n


\n1.\u00a0\u00a0\u00a0<\/span>The officialisation demarcation of Amazigh was the first demand of the popular\u00a0movement in Morocco for the movement of 20 February 2017<\/span><\/span><\/p>\n

4.\u00a0 \u00a0\u00a0<\/span>Morocco has a large external radiation that deserved congratulations of the\u00a0White House on this political step,<\/span><\/span>
\n5.\u00a0 \u00a0\u00a0<\/span>Both the 2011 Constitution and the government program discussed in its first\u00a0preamble the problem of cultural rights and identity, which shows their\u00a0importance politically, even internally,<\/span><\/span><\/p>\n


\n<\/span>– \u00a0The political message sent by Othmani to the Moroccan people in general, who was\u00a0behind the February 20 movement and the Amazigh movement, especially behind the\u00a0deliberate implementation of the program by the first concrete government action\u00a0within the democratic option of its government. Which implies that it was the\u00a0first demand of the popular movement of February 20, 2011 and not the\u00a0rehabilitation of the Amazigh,<\/span><\/span>
\n– \u00a0<\/span>The political objective behind the policy of provocation is this, has it been in\u00a0the history of Morocco, the past and present that emerged popular masses calling\u00a0for the delineation of the Arabic language and the advancement and teaching in\u00a0schools and universities and work on the issuance of courses,<\/span><\/span><\/p>\n

– \u00a0Political link between this action and the Emir of Qatar ‘s recommendation to\u00a0the two famous bankers “If roccans do not take care of the Arabic language, no\u00a0one in the Arab East takes care of it”<\/span><\/span><\/p>\n

– \u00a0The serious political message behind the fact that the only commitment of\u00a0Othmani government is “to consolidate gains in the Amazigh language in education\u00a0and the media”, ie, the maximum limit of Othmani government is to revert to the\u00a0gains of the pre-government of Benkirane,<\/span><\/span><\/p>\n

– \u00a0Scientific miracles in the government program, which are represented in the\u00a0reference to the word “Professor” and the word “Benkiran” once and they are\u00a0together. Which means that Benkirane remains the only teacher for the second\u00a0prime minister and this is what was feared by the majority of the Moroccan\u00a0people who expressed his joy of dismissal,<\/span><\/span><\/p>\n

– \u00a0\u00a0 The political message behind the choice of the word “reliance”, when he talks\u00a0about the organizational law concerning the Moroccan languages & Culture\u00a0National Council, prepared by Mr Idris Kharrouz; And the word “execution” when\u00a0he talks about the organizational law concerning the officialisation of Amazigh\u00a0language \u00a0prepared by Mr Benkirane. While the first one was -despite all\u00a0objections- elaborated with the participation of a part of the civil society,\u00a0the execution was not, and all the civil society unanimously condemned Benkirane\u00a0dictatorial way on this issue. This attitude reveals the provocative intention\u00a0of Othmani government,<\/span><\/span>
\n– \u00a0\u00a0Othmani political message to the Amazigh people for not giving any statistics\u00a0or prognostics about what he calls\u00a0 \u201cAmazigh achievement consolidation and\u00a0promotion project\u201d while he provides precise details about different projects\u00a0like :<\/span><\/span><\/p>\n\n\n\n

\n1.\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>Establishment of 83 new courts<\/span>
\n2.\u00a0<\/span><\/span>Directing 600 reconstruction documents within the framework of urban\u00a0policy<\/span>
\n3.\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>Issuing 30 maps of the reconstructable areas<\/span>
\n4.\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>An economic growth rate of 5.5 per cent<\/span>
\n5.\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>Support 500 pilot companies<\/span>;<\/span>
\n6.\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>Keep pace with the transfer of 100,000 self-contractors to the\u00a0structured sector<\/span>;<\/span>
\n7.\u00a0 \u00a0 \u00a0\u00a0<\/span><\/span>Supporting 297 agricultural projects with an investment of 6.5 billion\u00a0dirhams for 130,000 farmers<\/span>
\n8.\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>Afforestation of 50,000 hectares annually and fight sand creep on 4000\u00a0hectares<\/span>;<\/span>
\n9.\u00a0\u00a0\u00a0\u00a0 <\/span><\/span>Raising the capacity of airports to 40 million passengers<\/span><\/p>\n<\/td>\n

\n10.\u00a0\u00a0 <\/span><\/span>Completion of 15 dams with 3 dams per year,<\/span><\/p>\n

11.\u00a0\u00a0 <\/span><\/span>Completion of 10 small dams,<\/span>
\n12.\u00a0\u00a0 <\/span><\/span>Raising the share of renewable energies from 42% to 52% by 2030;<\/span>
\n13.\u00a0\u00a0 <\/span><\/span>Increasing the percentage of school attendance in the preparatory period\u00a0from 88.2% to 97%<\/span>
\n14.\u00a0\u00a0 <\/span><\/span>Formation of 143 thousand prisoners in the center,<\/span>
\n15.\u00a0\u00a0 <\/span><\/span>Production of 800.000 housing units in Horizon 2021<\/span>
\n16.\u00a0\u00a0 <\/span><\/span>Rehabilitation and development of 1000 institutions for the role of\u00a0youth<\/span>
\n17.\u00a0\u00a0 <\/span><\/span>Enable a million children from camping<\/span>
\n18.\u00a0\u00a0<\/span><\/span>Etc. …….<\/span><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

But did not give even a single number, not the number of schools that will\u00a0re-teach Amazigh in the framework of “strengthening gains” and the number of new\u00a0schools to be studied in the future under the “Amazigh” promotion or the number\u00a0of courts that will adopt Amazigh language and the number of departments or the\u00a0number of institutions and nothing of this was mentioned!<\/p>\n

–\u00a0 Declaration of the Government to protect the cultural identity of Moroccans\u00a0without referring to the Amazigh<\/p>\n

–\u00a0 To provoke the Amazigh movement to revive the draft Amazigh Emancipation\u00a0Project urges the name of fighting “illiteracy” which fights illiteracy by\u00a0teaching them the Arabic language, instead of literacy in the mother tongue as\u00a0is customised in international trustees,<\/p>\n

–\u00a0 The program ignored the problem of demilitarization of Amazigh land despite\u00a0the fact that they carried out several demonstrations,<\/p>\n

–\u00a0 The tyranny of the ideology of Arabism and Islam on the intellectual load of\u00a0the government program, , despite coinciding with the memory of the spring of\u00a0the Amazigh mentioning Arabic and Arabic word 12 times in the program, while\u00a0Amazigh only four times, and every time the Amazigh language is mentioned\u00a0,Arabic is mentioned by its side as if it was its rival! .<\/p>\n

–\u00a0 The program ignored the Amazigh spring, even though it coincided with its\u00a0memory, even with a simple reference for example the government’s determination\u00a0to recognize the Amazigh new year, on the other hand the government reiterates\u00a0strengthening the Palestinian issue in its policy.<\/p>\n

\u00a0<\/span><\/b>
\nAccordingly, the Federal National Federation of Amazigh Associations (FANAA) :<\/span><\/b><\/p>\n

\u00a0<\/span><\/b>
\n<\/span>Expresses deep dissatisfaction with the policy of the Othmani government<\/span><\/p>\n

2.\u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/span>Considers that Morocco moved from Bekirane control and tyranny policy to\u00a0Othmani provocation policy <\/span><\/p>\n

3.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span>The Government rejects the reconciliation & equity project with the\u00a0Amazigh people, in the cultural, economic, social or historical field<\/span>
\n<\/span>Appeals to the Amazigh Movement to unite their efforts and declare 2017\u00a0the year to go down the street in order to put pressure on the government<\/span><\/p>\n

5.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span>Calls on the Amazigh to seriously think about their organization dilemma\u00a0and stop demanding the enemies of the Amazigh cause to promote it for them<\/span><\/p>\n
